Announcement to Stakeholders on the Clean Energy Incentive Program: Future Notice and Comment Opportunity
EPAs Clean Energy Incentive Program, or CEIP, was established under the Clean Power Plan and is designed to provide additional incentives for early investments in zero-emitting wind or solar power generation, and energy efficiency measures in low-income communities. EPA intends to propose an action that outlines aspects of the CEIP that were not finalized in the Clean Power Plan, including addressing how the program would be implemented. In the coming months, EPA will be issuing this proposal for public review and comment.
We would like to thank everyone who participated in the four stakeholder outreach calls we hosted in November and December 2015 on the program, as well as those who submitted written comments. We are reviewing this important input as we develop this proposed action. For those individuals and organizations who wish to share their views on the CEIP with EPA prior to the comment period for this upcoming proposal, you can continue to submit your comments to the non-regulatory docket for the CEIP (ID #EPA-HQ-OAR-2015-0734). It is important to note that while EPA will do our best to review any input that is submitted, we are not under a legal obligation to consider or respond to such comments.
Separately, you may submit comments on the CEIP-related issues discussed in the preamble of the proposed Federal Plan and Model Rules (ID # EPA-HQ-OAR-2015-0199). That docket will remain open for comments through January 21, 2016.
DETROIT FICON CONFERENCE EMPHASIZES “COMMUNITY” IN COMMUNITY DEVELOPMENT
BUILDING STRUCTURES THAT RESPECT COMMUNITY KNOWLEDGE AND POWER
For the first time in the Detroit conferences’ existence, there is an acknowledgement amongst Financial Institutions Community Development Conference (FICON) members that Detroit is moving forward with urban redevelopment. While this is certainly encouraging news, there is a big concern about prioritizing the interests, visions, skills and concerns of Detroit’s existing residents to ensure those residents have not only a voice, but power at the table when Detroit’s future is being discussed. Through an entire day of networking, keynotes and panels, attendees heard from expert practitioners in community development, updates from city and county government, discussions on development concerns and a keynote from Dawn Phillips, Program Co-Director of Just Cause from the Bay Area on “Development without Displacement”.
