Special Announcement: DOE Notice of Intent to Issue Funding Opportunity Announcement for Deployment of Clean Energy and Energy Efficiency Projects on Indian Lands
The U.S. Department of Energys Office of Energy Efficiency and Renewable Energy (EERE) has released a notification of intent to issue a funding opportunity announcement for the Deployment of Clean Energy and Energy Efficiency Projects on Indian Lands Program. The program aims to promote tribal energy sufficiency and spur increased deployment of clean energy and energy efficiency projects on Indian lands.

EPA Local Foods, Local Places Grant – $650,000
Letter of Interest Due: July 15, 2014
Eligible Entities: Any community in the U.S. is eligible, with particular attention given to:
Areas served by the Appalachian Regional Commission in Alabama, Georgia, Kentucky, Maryland, Mississippi, New York, North Carolina, Ohio, Pennsylvania, South Carolina, Tennessee, Virginia, and West Virginia.
Areas served by the Delta Regional Authority in Alabama, Arkansas, Illinois, Kentucky, Louisiana, Mississippi, Missouri, and Tennessee.
Federally designated Promise Zones in the Choctaw Nation region of Southeast Oklahoma; Los Angeles, California; Philadelphia, Pennsylvania; San Antonio, Texas; and Southeastern Kentucky.
USDA-designated StrikeForce counties in Alabama, Alaska, Arizona, Arkansas, Colorado, Georgia, Kentucky, Louisiana, Mississippi, Nevada, New Mexico, North Carolina, North Dakota, South Carolina, South Dakota, Tennessee, Texas, Utah, Virginia, and West Virginia.
EPA is soliciting proposals for the Local Foods, Local Places program to boost economic opportunities for local farmers and businesses, foster entrepreneurship, and improve access to healthy local food, particularly among disadvantaged groups with limited access to fresh fruits and vegetables. Additionally, the program aims to revitalize downtowns, main street districts, and traditional neighborhoods by supporting farmers markets, food hubs, community gardens, community kitchens, and other kinds of local food enterprises, and provide people with affordable choices for accessing those amenities, such as walking, biking, or taking transit.

DHS Pre-Disaster Mitigation Program Grant – $63 million
Letter of Interest Due: July 25, 2014
Eligible Entities: States, the District of Columbia, U.S. territories, federally recognized Native American tribes, local governments (considered subapplicants and must apply to their applicant state/territory)
The U.S. Department of Homeland Security (DHS) is making available grants to implement and sustain cost-effective measures designed to reduce the risk to individuals and property from natural hazards, while also reducing reliance on federal funding from future disasters. The grant program will prioritize the development and updating of hazard mitigation plans, as well as cost-effective hazard mitigation projects that do not duplicate other hazard mitigation grant programs.

USDA Assistance to High Energy Cost Rural Communities Grant – $7 million

Eligible Entities: State governments, federally recognized tribes, city or township governments, county governments, private institutions of higher education, independent school districts, nonprofits, public and state-controlled institutions of higher education, individuals, small businesses, special district governments, public housing authorities/Indian housing authorities, and for-profit organizations
The U.S. Department of Agriculture (USDA) is soliciting proposals for projects that assist communities with extremely high energy costs. Funds may be used to acquire, construct, or improve energy generation, transmission, or distribution facilities serving communities with average annual residential expenditure for home energy exceeding 275 percent of the national average. Eligible project also include on-grid and off-grid renewable projects, implementation of energy efficiency, and energy conservation projects.

EPA National Clean Diesel Funding Tribal Assistance Program – $1 million
Applications Due: August 12, 2014
Eligible Entities: Federally recognized tribes
EPA is soliciting proposals for tribal projects that achieve significant reductions in diesel emissions in terms of tons of pollution produced by diesel engines and diesel emissions exposure, particularly from fleets operating in areas designated by the Administrator as poor air quality areas. Eligible diesel emission reduction solutions include verified emission control technologies such as exhaust controls, cleaner fuels, and engine upgrades, verified idle reduction technologies, verified aerodynamic technologies and low rolling resistance tires, certified engine repowers, and/or certified vehicle or equipment replacement.

DOI Tribal Energy and Mineral Development Grant – $11 million

Eligible Entities: Federally recognized tribes
The U.S. Department of the Interior (DOI) is making available funds for projects that assess, evaluate, or otherwise promote the processing, use, or development of energy and mineral resources on Indian lands. Eligible energy projects considered include conventional energy, minerals, and renewable energy projects of various scales, including community scale or industrial scale projects.

EPA Air, Climate, and Energy Centers: Science Supporting Solutions – $30 million
Applications Due: September 4, 2014
Eligible Entities: Public nonprofit institutions and private nonprofit institutions/organizations, state and local governments, federally recognized Indian tribal governments, and U.S. territories or possessions.
EPA is seeking proposals to support research on the development of sound science to inform state and local policy makers regarding the development of approaches to enable effective implementation of air pollution control strategies to achieve the greatest public health benefits by reducing exposure to harmful air pollution. Research areas include enhancing understanding of spatial and temporal differences in individual pollutants and advancing scientific knowledge and tools needed to develop strategies for air pollution control, including strategies that address climate change preparedness.
