Comment Period Now Open
On June 30, the US Environmental Protection Agency (EPA) published proposed design details for the Clean Energy Incentive Program (CEIP) in the Federal Register. The CEIP is a voluntary program that states may adopt if they wish to incentivize the implementation of renewable energy and energy efficiency projects ahead of the start of Clean Power Plan compliance periods. While a basic proposal outlining the CEIP was included as a component of the EPA’s Clean Power Plan published in October 2015, the proposed design details provide specificity with regard to the scope, structure and mechanics of the program.
Submit your comments to the EPA on or before September 2, 2016.
Although the Clean Power Plan has currently been stayed, the EPA has taken the position that the proposed CEIP is consistent with the Supreme Court’s orders, and that timing elements of the CEIP may be adjusted, if necessary, following resolution of litigation over the Clean Power Plan.
EPA Public Hearing on CEIP in Chicago
In addition, the EPA is holding a public hearing on the CEIP on August 3, 2016 in Chicago. The hearing will be held in the Lake Michigan Room at the Ralph Metcalfe Federal Building, 77 West Jackson Boulevard, and will run from 9:00 am CST until 8:00 pm CST.
